Two shots of the same installation. The large plastic ‘dipoles’ are from the Antiference Rx range. The ‘reflector’ rods are too short to actually function as reflectors; in fact they look like directors from other aerials. The cradle on the top array is from a contract 18 element aerial. What happened here? Quite honestly your guess is as good as mine.
