These two contract quality 18-element Group A aerials aren’t stacked, since there are two downleads. The whole thing has been done quite carefully, but the use of a small pressed steel bracket was a mistake. These brackets don’t have a proper backplate to rest on the corner of the stack; they are made from one piece of sheet metal, so only have lugs. They are also quite flexible, and the lashing wire can’t be tightened as much as it should because the bracket wouldn’t stand it. All this adds up to a fixing that can’t take much force from the wind. These brackets often rub on soft bricks like these and make quite a mess before they finally tip over.
