I’ve had a good look at ‘The Safe Use of Stepladders’ published by the Health and Safety Executive and I can’t find any reference to using one like this. I thought that invaluable manual would probably say something like, “If you are going to balance on a stepladder on a roof it’s important to have the ambulance standing by.” Maybe the bureaucratic imagination doesn’t quite stretch to this sort of inanity.

Some people will risk life and limb to save a few quid. All it needs is one tile to crack and our man will be rolling down the roof to the casualty department. It’s quite likely in fact that a tile will crack because of the considerable weight concentrated in the tiny footprint of each leg of the ladder.
